Because people leaving are mostly bydlo lower class scum from villages.
People with talent go to Vilnius or Kaunas, or emigrate elsewhere, while 90 percent of lower class people emigrate to Uk or Norway to work as slaves.
Most people that emigrate isn't even ethnic Lithuanians, they are mostly Polish or Russian. Ivanov or Zbigniev is not Lithuanian last names.
