It's completely retarded because then google has to do the same shit with every group that can conceivably has it's content uploaded.
This is legal troll heaven because they can make fake labels and demand money from jewgle otherwise any upload of their "songs" will make google liable.
Chances are google will just cut out all smaller channels from being accessible in Europe and have the big ones manually approved by offices of people watching videos.
Essentially partner only content with uploads being blocked any time something which might be copyrighted is included in the partner video..
