Article 13 directly states the platform MUST ensure that licensed content they have been made aware of cannot be UPLOADED. Simply removing it after the fact does not satisfy compliance. And everyone knows that filter technology to distinguish reliably between fair use and licensed content literally does not exist.

Which is the crux of the matter. It ultimately doesn't matter what is "specifically excluded", if it still has to go through the extensive filtering process laid out in article 13.

The problem is that the companies will probably be forced to implement some sort of copyright bot to remove copyrighted content from the web.
the amount of false positives that happen with current copyright bots is horrible.
i know there is an exclusion for memes, but it will be hard for the bots to differentiate.
