Unironically the majority of our growing homeless population are people coming here from other states. There are about 1,000 new homeless are added each week in California, and there are about 150,000 homeless on any given night. The core of these new homeless are already homeless or vagrant persons from out of state. A lot of state and city governments from out of state flat out buy bus tickets for their homeless to California so that they won't freeze to death in their colder winters and because there is more wealth for them to beg for and more gov assistance out here. I work for a pharmacy that assists an organization specializing in helping mentally ill, or formerly drug addicted homeless people in Southern California and the majority of them come from states in the midwest where they'd freeze during winter and have moved out here so they cold doesn't kill them in their sleep. Michigan and Illinois are two major senders of homeless here.

Most poor people native to CA are poor because housing prices are out of control due largely to big developers prospecting on home values rather than actually following marketing trends. Developers keep building massive new complexes with most units valued close to $1 million even though the market is demanding homes less than half that price, and then scratching their heads and wondering why these new complexes have a massive 40% vacancy rate. As such, poor people end up dumping more than half of their paycheck on rent as they can't afford to purchase housing.
