I would say the northwest aka WA/OR have more microbreweries and hipster microbrews by population, but if you're looking for sheer quantity of microbrew beers then California actually has the best output with quality.
WA/OR have a lot of smaller microbrews that are actually micro with a ton of quirky beers. Cali has more microbrews that put out microbrew beers , but actually either have the output capacity or business size/structure of a mid-sized brewery due to market size. Some of their outputs are closer to the mainstream big brewers than real microbrews. But as long as the beers are good then who cares?
