There are cities in the countryside with similar populations here in Brazil. Are those buildings just empty?

Panama has a huge backing center and is a logistical hub. Miami probably doesn't. Still, some of it might be money laundering. A lot of it is most likely speculation. Still, it is a very attractive spot for investment because of economic stability, tax benefits, low risk. A lot of banks and multinationals settle their headquarters here.

Most Latin american cities have a so-called "historical center", which is basically a time capsule to the colonial era with all the old buildings and street signs completely preserved even if they're falling apart. The skyscrapers and other fancy things are in the outer areas.
Historical centers are fucking awful for driving, I can understand how the Dutch and other euros can afford to not use cars - pre-1930 streets are clearly not made for them.
