The state would probably have to set quotas for training for certain jobs to make sure the needed positions are filled, and maybe set a target for how many children need to be born per year. With the expected rise of automation coming soon, I don't think unmanned positions will be a terrible problem, it's just that not everyone will be able to pursue their dream career.
The alternative is a never-ending cycle of overpopulation, declining wages, and increased cost of living.

While part of the reason is the obvious anti-child propaganda put forth by certain people (“muh overpopulation, muh environmental degradation” etc.), the biggest factor is simply this: Well-off people do not need to have many children, financially. Historically, having lots of children was a way to ensure your survival in old age when you could no longer work. Your (numerous) offspring would be able to chip in to feed you and house you. Modern societal inventions like pensions, increased productivity per person, lower child mortality as well as institutions like old folks homes largely removed the need for that strategy. As long as you paid into these social security systems you can even have no children these days and still survive in relative comfort without working.

The average wage per household in austria is only 40k/average and 30k here, so yes. Most people here are indeed poorfags. Children's clothing costs as much as my clothes, but I'll literally have to buy at least 5 full sets of it every 6 months because in the first 4 years a child just grows that fast.
