I wasn't talking about life. I meant the fact that the universe is such that laws can be found governing its function. The force between two static point charges varies inversely with the second power of the distance between them. Why? You could attempt to answer the question by going deeper and using a deeper theory, but ultimately, that theory will be based on assumptions as well. In a million years, physics will still by based on certain assumptions, certain base properties of the universe. Why are those properties the way they are? How did they come into existence? No other physical mechanism could have led to them because, by definition, they're the fundamental properties of the universe.
