That's not the same thing. An analogy for dog breeding in humans would be if we would cut down natural variation within a population and emphasize particular features. For example we could take Swedes with the biggest noses and let them breed with each other. Then we would breed their offspring with people who have gone through similar selective process. But most likely we would breed them with their own siblings. And that would go on for multiple generations until some desired outcome have achieved. That's how dog breeds are made. Human populations have never experienced anything like that.
