Go to an english speaking country because speaking impromptu is very different from reading words and speaking it.
If you think your english is poor then I think that's the way to go. I think thinking your english is poor or you've reached your ceiling is specious resoning in the sense that you will never get better if you keep thinking that way.

you could try talking English with people online. idk probably connecting tona servers and playing video games there and flame the shit out of them or hiring a tutor online and skype with them
