It wasn't right, neither it was written down. It was 'just' a consequence of a consensus-based parliamentary system.

And in fact it was never a "random noble",but a powerful backer that derailed the proceedings. Veto was scandalous each time and whoever used it was in serious risk of getting killed. So, each time there was someone powerful enough to guarantee safety behind the scenes. After all, "running to Praga" was an euphemism for veto. Praga was that district of Warsaw (then a separate city) where many magnate residences and many foreign embassies were located.
