Overall California is a very average state despite its advantages. Some of those advantages have actually become a double edged sword, just look at the homeless population in San Francisco. They wouldn't be there if the average temp wasn't 60-70F. California absorbs like half the country's homeless, then they have to deal with the useless junkies and drunkies.
