There is a great deal of potential money in road tolls and train fares once Africa becomes more economically developed. It's an investment in the shared future of Africans and Europeans.

There's not a great deal of potential money at all considering the development cost. Even Eurotunnel wasn't really worth it and that has actual freight and passenger traffic. This would be much bigger and not go anywhere that isn't already adequately served by shipping. There's no value in it and no government would foot the bill.

Think of it this way - China's "belt and road" megaproject includes segments which - on their own - would not reflect a profit. In fact, there are many such segments.
