Because economically free countries get rich, and rich countries have a much easier time paying for social services.

'economic freedom index' is just a name. Half the variables are things every wealthy country has. i.e fiscal health, government integrity, judicial effectiveness.
This is primarily a measure of wealthy, stable countries, with preference to those with less restrictive business and labor laws. Nordic countries will be well represented, if by nothing else, then by just being wealthy and stable.

This is why I don't like this index, it's quite misleading. and their values given to some countries are questionable. HK gets a 93 on property rights? A country where the government owns all the land apparently has some of the strongest property rights in the world.
Also, I noticed their 'Government spending' value appears to be just gdp/spending. Which can be very misleading. Ireland gets a laughable 77, compared to the UK's 48, even though our government spending compared to the general 'taxabilness' of the economy is about the same. Our inflated GDP accounts for our high score, and they never bothered to qualify this in the data.
