For historical reasons, in Indonesia Dutch is just a foreign European language, like French or German (unlike Suriname and the Caribbean, or even South Africa), after independence in 1949 Indonesian became the only official language, all Dutch and mixed-race people went back to the Netherlands soon after, besides all of that, Indonesia is a big country made up of a lot of islands, lots of people and languages, and only around 20% of people in Indonesia have Malay-Indonesian as a mother tongue, if they are learning a language it will be Indonesian, not English nor Dutch
