The situation is basically like this.
Have you ever wondered why Taiwanese are OK with Japanese although Japan ruled Taiwan longer than Korea? The answer about why South Korea is obsessed with Japan and criticizing and hating Japan has basis in their status as a Western allied democracy. When South Korea was a dictatorship, they actually were not so anti-Japan. Extreme persistent anti-Japan sentiment came with democracy and US alliance. Why? Well, right now, Korea is technically at war with North Korea, and not only that, they are projecting in an ideological struggle about who is the true Korea and the true steward of the Minjok, or Korean race/nation.
DPRK is winning this fight. DPRK's message is we want a strong Korea that rejects western influence (actually Ironically, DPRK is very influenced by the old Imperial Japan itself). This message resonates in South Korea--more than they would like to admit.
South Korea should be criticizing DPRK, but they cannot do this.
1. Because DPRK is also Koreans
2. Because DPRK's message about the Minjok question resonates with South Koreans.
Japan becomes a scapegoat and proxy for criticism that should be directed at DPRK instead. Because it is something all Koreans can agree on so they spam it to death.
South Korea, as a more westernized democracy allied with the US, has weak footing to make this claim--as the true steward of strong Korean Minjok.
Yes, Japan has apologized and offered aid. It is always rejected by Korea for some reason or another--"it is not sincere" "it is not enough money". No, this is not really true. Korea will refuse as a flex. If they accept apologies it is seen as capitulation.
That is how it is.
