it didn't independently develop in american dialects, it traces back to old english and most dialects in the end dropped this pronunciation and southern and black dialects retained it
the only reason it's looked down upon is because of the prestige of the dialect if the prestige/standard dialect had only retained "axe" and AAVE retained "ask" they would still be looked down upon
