This, it isn't that easy. Trudeau has a nice face and all but immigration comes down to provincial governments and they can be harsh. Example here in Québec we took a 0.64% increase or approximately 52 000 people in 2017, and in Canada it was 0.81% or 286 000 people. You can say whatever you want but an immigration below 1% is pretty small for an industrialized nation.
