A paternity test can only be ordered by the judge when there are filiation disputes or when one party feels like alimony should be given (or not) for a child. That just means you cant order one out of the blue on your own if you have suspicions the child isnt yours. You will have to break up and fill up a divorce case first.

So giving bare minimum child support mandated by state (might not even be enough to put them over the poverty line), and giving little to no emotional support which is what kids need.
And that emotional neglect, combined with trauma from having who they thought was their real father abandon them, is going to cause a lot of hurt children who might turn to delinquent behavior and lashing out. Single mother households have some of the most vulnerable kids.
