We got the same thing here for the lines that really leave the city. For example the line that goes all the way out to the airport goes above ground when it really leaves the city because it is just way, way cheaper to build than subway tunnels and if you got the space anyways...

By this definition my city would have no metro even so 95+% of the "metro" stops are actually underground. Same probably for cities like New York.

It's not strictly underground. But even the parts that are not underground go through tunnels like these. Because if it's not fully covered, somebody is going to fuck with it.
But even the Moscow metro, the mother of all commie metros, has parts that are not underground.

My terronoid city has probably one of the worst metro systems in the country, shit reach and the trains only pass with an interval of half an hour.
