Yes but you're talking about places where the beauty of nature prevails. Paying attention to those who depict india as a shithole is a bit useless, they probably forget about the Taj Mahal or the principal golden Sikh Temple. There aren't monuments this marvellous in the whole west to be fairly honest. They balance perfectly the rotten human corpses in the gange or in the streets of Bombay.
You can find really nice monuments in all parts of India tbqh. My hometown in Central India has lots of places with beautiful architecture but I won't reccomened anyone to visit it.

I've been to India twelve times, going back again in July for a few more months.
Not a great place to visit if you can't handle inconvenience, poverty and pollution. But if you're not put off by the hassles of traveling in a developing, densely-populated country, it has a lot to offer. South Asia, as a whole, has immense diversity--not only in terms of culture and language, but geography and history, too. From Delhi, one can take an overnight bus or train and arrive, alternatively, in the midst of some of the world's highest mountains, expansive desert, deep jungle or agricultural plains. The relatively low cost of living makes travel cheap for Westerners.
Furthermore, most Indians in most places tend to be either ambivalent to foreigners or remarkably hospitable.
Most of the horror stories posted by foreign tourists tend to involve touts, cons and other varieties of negative encounters that happen predominately in a handful of over-visited places. If you stay near the railway station in Delhi, you'll be constantly hounded by cunts trying to earn commissions off sales and over-priced tour packages, many of whom pretend to be ordinary people rather than [criminal] touts. The same goes for tracts of Agra, Jaipur and Varanasi.
That aside, as long as you're a man, there's not much to worry about. I've very rarely felt unsafe or threatened in India.
It's not for everyone, and there's no use trying to justify pollution to people who can't or don't want to look past it. If that kind of shit bothers you to no end, you've no reason to even consider going. I have no clue why autistic Germans and Scandis go to India and then whine about things being dirtier or less efficient than they're used to.

I did the Spiti Valley Loop pretty fast, since I had to get back to Delhi for a friend's birthday. But it's a fucking beautiful place.
Contrived, but you can make India as expensive or inexpensive as you'd like. IME, it's easier to travel cheap in the winter, since you don't typically have to bother with air-conditioned buses, rooms or trains.
On the cheap end, you can get by on $20 USD or so per day. If your budget is a bit bigger--say, $50 or more--you can do a lot activities, see a ton of sights and not have to worry about awfully much day-to-day. You won't be staying in five-star hotels or eating out at fancy restaurants, but you could easily rent a motorbike, stay in decent places, drink, etc.
Anything over $30 USD per day is a pretty solid budget, providing you're conservative with where you stay.
Private rooms typically cost $5+, or $12-20+ for something air conditioned. Mumbai is an exception, since lodging there is considerably more pricey than in other parts of India.
TBQH it just depends on your preferences. A lot of young foreigners like to pretend to be poorfags and stay at the cheapest places they can find. For any budget you can think of, there's always gonna be someone who did it cheaper.
Transportation and shit is pretty universally cheap, though. Uber is inexpensive as fuck, and you can get non-AC inter-city buses for about $1-$2 per hour of travel. Traveling in non-AC train classes is basically free but won't be comfortable on longer journeys, especially in the summer and monsoon.
Again, you don't really have to spend much unless you want to--even cheap food in India is often really good.
