I don't know about Spain, but in Italy it's because of economic imperialism. For example, all south italian banks are owned by north italian banks. If a south italian company becomes competitive, it is bought by a north italian one and then production is moved to north italy.
Make an international trade deal? Completely ignore south italian products and only insert north italian ones in the deal. Want to trade with the south mediterranean? Only develop north italian ports despite the fact that south italian ones are closer to the fucking target.
