Nah it's more like he was the architect of the stupid policy of detente which meant that Soviet communism was a permanent part of the geopolitical landscape and we could never defeat them so we just had to negotiate and pursue peaceful, friendly ties. All it led to was them looting industrial and military secrets unhindered and infiltrating the West with propaganda.

Kissinger created strong Germany and strong China. Brzezinski created weak Soviet Union - he never made any country or organisation stronger at expense of the USA.
