It feels kind of weird on the ground, because a lot of it is relatively quiet streets with low/mid-rise apartments or even individual houses. It's not as busy or loud as you would expect in the middle of a huge city.

I don't know about people who grew up there or whose family is actually from there, but from my own experience as a foreigner and from talking to Japanese from elsewhere who went there for study or work, it sort of feels like living in a bubble. Everyone who you don't know, who isn't somehow involved with your daily life, might as well be part of the scenery. So it feels like an emptier, lonelier, smaller place than it is and than many smaller cities do.

At the moment I live in a decent flat in the middle of a major city and rent is a bit under $1,500 a month. I paid maybe slightly over 2/3 of that to live within the 23 Wards (and not the shit half). That was several years ago, so I'm not too sure about inflation and exchange rates; I guess it would be about the same now as what I pay here. Admittedly my place there was a small one-room place rather than a 2LDK like I have here, but market standards are different there; you could also argue that it had higher convenience and amenity value.
Aside from rent, costs of living in Tokyo (and in Japan in general) are lower than in Australia by quote a lot for most things. Having also spent a good period of time in the countryside in Japan, I didn't notice a big difference in consumer prices for everyday items between rural areas and Tokyo.
You are right that I didn't consider (average) earnings. That's because that's what determines if a person is poor or not. If your earnings are low enough that you cannot afford to live in Tokyo, then you are absolutely poor.
Also, make up your mind: Is everything expensive here, do I just live in a dump, or am I just a liar who hasn't ever left Bungaroo Sheep Station?
