Billions of people in Africa/Asia live on 1-2 dollars/day and they will learn that some government is giving like $1500 a month just because you are alive. They will take that country by storm, even if only citizens will be eligible for gibs. People will want to get there to give birth and claim the money. You have no fucking idea how desperate these people are. They have nothing to lose.
