It was too late to do it.
What happened was that the mother's vaginal muscles spasmed and clamped around the baby's neck.
Now, doing a Cesarean in such a situation would've been needlessly damaging (not to mention too slow, as the spasm also blocked respiration).
BUT
The doctor forgot that she could always administer muscle relaxants, which are quick-acting enough to just make those muscles stop cramping and thus allow a safe birth.
