I dunno but is desalination a thing? Sea water is available, but I guess the electricity costs are too large. It's a thing in southern Europe, Spain I think. Also, can the citizens push for municipality owned water supply? Private water supply is usually a complete disaster, even for first worlders. E. g. in france they tried to privatize water supply due to muh free market and it was a complete failure for the citizens. Service got worse but costier

Water here is a lucrative business. People in the first world fear about people selling water "that they feel is free", but it's happening in the third world now.
Firsties take for granted they can drink their own pipe water.
Here, water for drinking, water for baths, cooking, etc. are all sold in water distillation centers, and the demand is so high that supply is trying hard to keep up. We buy like a jug of water for around 30 cents.
The water here is distributed by water delivery trucks in the hundreds of thousands daily. Nobody trusts the government's water, anyways.
