I've done that actually. I much prefer the English villages. So clean compared to ours

for example, england was a lot dirtier in the 1980s and before, people often threw rubbish on the floor. there was a large campaign by the government in the 80s called "Keep Britain Tidy".
if you want your place to be tidier, you could start picking things up one morning a week. if you start, others might follow. you might change your country.
or maybe everyone will ridicule you and ignore what you are doing, don't know until you try and keep at it for a few months or years.
a country is its people, if you are negative and dislike your country but aren't willing to try to improve it, you are complicit.

I knew a couple of people from lithuania last year while abroad. They might be exceptions, but they were decent, humorous, bright and gracious people.
As for the eastern europeans in England/Germany etc, lots of them are misfits, benefit absorbers, tax-dodgers, criminals, and that's why they went to England etc in the first place, to have a free or easy ride.
Some are decent people, but those are usually well educated and skilled workers.
It doesn't reflect on the countries they came from though.
Communism held back eastern europe for decades, but that isn't the case anymore. You at least have the chance to make an impact on your country during your lifetime, if it really is so bad, you have far more power to improve it than if it was ideal.
