Smiling is not really a tradition nor superstition but nobody smiles to strangers, or they do smile but without your mouth open

Well I don't mean smiling like you're posing for a picture but being friendly to a stranger and having a joyful attitude is often considered a good way to make them feel at ease talking with you

You and the stranger are both not happy with their lives. You both have problems and things to deal with. Things are wrong and there is nothing happy about it to genuinely smile to a passing stranger.
You can delude yourself all you want, but if you're not a millionaire and have to work all the time to not die from hunger and not to be kicked out of your rented apps - you are not really happy.

If someone came up to me and started acting friendly and joyful for no reason I would assume they just want something from me. You're not really a stranger anymore once we're happy and comfortable around one another.

Stand on someone's foot is true if you know the person.

Because a smile is an emotion and not bothering people you don't know and not having a contact with with unnecessary emotions is kinda a given.

For what purpose? You smile at people you're glad to see. You smile at service employees because they provide you service. Why on earth would you smile at someone simply asking a direction or something like that?

I find this not smiling thing very fascinating. In here, not always but often enough, if you make eye contact with other person, it's not uncommon to get a smile, and you smile back at them. It's not always the case but it happens a lot. I never initiate it but if I get a smile I obviously smile back, because it would look rude not doing so. I think it's the extroverted people the ones that do it, I obviously am not extroverted so I don't really do it much.
