Depends on the town. I can personally verify that Calexico, California is kind of a shithole. Mexicali is actually better in a lot of ways.

El Paso is pretty safe. It's also unironically, no exaggerating, for all practical purposes, Mexican. The population is over 80% Mexican, the fucking town's name is in Spanish, everyone fucking speaks Spanish, the cops are Mexican, etc. The only thing keeping Mexico from annexing it out of convenience is the federal government and the rest of Texas.

Whenever a movie character is from El Paso he has a mustache, wears a cowboy hat and has a Texas accent, also white.

What's funny about it? We have been doing that on America's behalf for decades now. Obviously, because they asked.

I noticed the towns at the border often have fences around the houses, something rather uncommon in other parts of the country, so I thought it was because of crimes or illegal encroaching on someone's property.

Fences are common here. Except it's usually picket fences. They probably use those because they're cheaper.
I'm convinced they do it because otherwise they feel like they've lost the city.
