"dépistage" means tracking or screening. I think this is about the screening of at-risk kids, not the prevalence of the disease or of the alleles that cause it.

On this total, 8939 are tested for drepanocytose, which means that on the previous total (all the newborns for alsace) 35,86% are subject to the disease, which means 35,86% are of extra european origins. Simple as.

it doesnt say that on a population of 100 normal kids, 73 are susceptible to have sickle cell disease
if that was the case, that all africans are susceptible of having the disease, im pretty sure the number of victims would be much greater than the estimated 4.4 millions worldwide
