This is what happens to a city that doesn't deal with it's drug epidemic. And the only way to deal with it is by force; removing them from the street, put them in a facility they cannot leave until they are clean and give them medications to overcome the addiction.
But seattle is too fucking liberal to go this route since that would mean "Putting innocent drug users" in essentially jail until they are clean.

This isn't a hard problem to solve, but the people of seattle have chosen to not solve it and let these people ruin their own lives and at the same time make everyone else's lives harder.
