Unesco doesn't travel around the world to look for cool shits, it's up to local authorities to propose their sites, some countries like China recently push really hard (bribe) to have the most insignificant ruin labelled world heritage, maybe India doesn't care much.

The way these are counted is weird too. France and Germany have the exact same number but one for France is the Vauban fortifications (which is 12 separate buildings across the country) whereas one for Germany is the border of the Roman Empire (which is LITERALLY FUCKING NOTHING).
0 = 12 just like 13 = 50.
