Most of the excesses of the Great Purge were caused by Nikolai Yezhov who was collaborating with the Germans and concealing his crimes from Stalin and the Politburo. Stalin eventually had him purged for his crimes when they were discovered. Stalin wasn't perfect, but no leader is. Regardless, by any metric he was one of mankind's greatest heroes.

People were sick of the NEP, it was only meant to help rebuild what was lost in the Civil War. Bukharin's plan wouldn't have given the USSR the heavy industry it needed to defend itself. It could have worked if the USSR wasn't existentially threatened from foreign powers, but Stalin realized he had very little time to bring the USSR up to par with the rest of the world or they would be crushed. He didn't have time to fuck around with light industry, he needed steel and heavy machinery to build weapons and infrastructure.

The gulags weren't the center of Soviet industrialization. They actually reformed a lot of petty criminals and gave them valuable industrial skills that they put to use when they were released.
