'What does "to similar effect" mean' and 'what "to similar effect" means' are both correct and mean the same thing. As for "to similar effect" I can't teach you much about it since I understand it but I have no idea how to explain it.

I think the second one is wrong but that is because the English is poorly written.
Whoever wrote it is probably trying to say, "Newton's later first law ( == Law 1 in the Principia) is to similar effect." This is attached to:

And explaining that this hypothesis is of similar effect to his first law of motion.

Many Wikipedia articles about scientific subjects are written by people who know about science but are not very good at English, and they come out poorly written and formatted.

You will have no idea how you learned Japanese as well.

What seems to work: Do a lot of things in Japanese using tools that make the Japanese comprehensible to you. Try to use the tools less and less over time. If you want to, you can do some spaced repetition but it's not mandatory.

Then you try verbalizing your own thoughts using the patterns you have previously observed.
