Yep, same thing here. Especially things like booze, snus/cigs and candy are really common to bulk buy in Sweden, but really, pretty much everything is cheaper. Meat, cheese, cleaning agents, paper towel, toilet paper, etc. etc.
Everyone i know who lives by the border does so. My grandparents will even regularly take a 45 min drive across the border just to buy things half price.

The pricing on items many travel to Sweden to buy cheaper like alcohol, nicotine, sugary sweets and other unhealthy stuff the government doesn't want you to have are directly regulated by the government so companies does not have much of a say on the pricing. They also have import regulations and limits on how much you can buy of certain stuff and guards will often stop you by the border to check your car. As previously stated it's only common to do for people who live by the border, the vast majority of people regularly shop from Norwegian stores, though it definitely makes a cut for the local companies the government doesn't care so there's nothing much they can do to compete
