You mean the tribals? Yeah they can, they are even considered a scheduled tribe so they get affirmative action to get into university and government jobs, but I think they just keep to themselves.

There used to pretty significant population of chinese in Kolkata but most of them left the India in 90s. Himachal Pradesh also has like 100,000 tibetans too who immigrated in the 60s. The people in Ladakh, sikkim and arunachal pradesh are related to tibetans.
