Mostly because we had a population boom during the worst years of communism (martial law) with electrictity and food supply shortages there were a lot of extra babies made that new capitalist economy couldn't cope with creating jobs for them when they grew up.

Łódź is a sad example actually, it's one of really few countries that left WW2 intact and could look like Budapest if it was maintained properly but for some reason Poles decided that this city should be left to rot and now it looks far worse than Detroit
