The main function of prisons is to isolate subjects that exhibit anti-social behaviour from the rest of society. Some people are just predisposed to criminal behaviour and there's little the State can do. And just to be clear, I'm not for making them live in literal shitholes, but a Ps2 is a tad too much.

For some reason recividism is low in Nordic countries, whose penal systems aren't just to appeal to masses by being tough on crime but rather to make them not act like criminals in the future.

France's prisons aren't much better. I'm not sure if they have as many reports of outright torture (e.g. guards bludgeoning people to death or locking them under scalding showers until their skin falls off) though.

It seems that in the UK they don't have rampant complaints of it.
