His widespread deregulation of financial institutions lead to the 2008 financial crisis, so there's that too. There's the Patriot Act as well that caused the biggest erosion of civil rights the US has ever seen.

He also all but assured Chinese and European dominance over genetic engineering by banning stem cell research. He is why China is doing gene editing and shit while the US still lags behind.

Iraq threatened Israel so Bush took them out. He spent months trying to convince the public that they had "weapons of mass destruction" (which was total bullshit) and then invaded anyways when most countries told him to fuck off. He then tried to take Iran out but that invasion never materialized.

At the very least the deregulatory policies contributing to the world's worst economic downturn since the great depression should be there as well. Far more Americans were affected by it than 9/11 or Iraq.
