So, a while ago, the president (I will not say his name) said he declares around 1800 former inmates a 1 million bounty on their heads, dead or alive. It comes from a massive scandal that has the entire nation angry but that's a story for another day.
Anyways, people are starting to get interested in being bounty hunters.

long story short a law that was supposed to shorten prison sentences for people with good conduct ended up being for sale to rich inmates who ised it to buy their freedom and unearthed a scandal of massive proportions when it was found out high profile mass murderers, rapists and robbers were set free because they either bought their way out or took advantage of corrupt prison officials
