Nope, every character have meaning, but together means Russia 俄羅斯 and first two characters not used this often. My preferred way to Google translate Russia in Chinese characters is - "and suddenly there is gas"

We used to pronounce Scheveningen(Dutch city) as Sukebeningen(スケベニンゲン), which means "bawdy human" in japanese. So we changed it to Suhefeningen(スヘフェニンゲン) later.
