Literally it is a suffix added to a noun to turn it into a diminutive though this is not how it is used when last names. With last names it really has no explicit meaning, it just became common to add it when Finland moved away from landed names and patronymics. I guess it just makes last names based on nature or geography sound more like a proper last name.
