it complicates things a shit ton for at most 70% more tx/s. just trying to wrap your head around the concept of block weight is a nightmare. it increases bandwidth and hdd requirements by 300% even though tx increases by just 70%. it removes signatures from blocks that didn't upgrade to the new version.
instead of changing 1 line of code for 300% tx/s increase they changed 100000 lines of code for 70% tx/s increase at the cost of 300% hdd/bandwidth requirement and reduced simplicity.

well you can always increase the blocksize later
in fact, not increasing the blocksize is a smarter scaling solution for the same reasons you do not just build roads that are 2x wider if you have traffic jams
