Yes, the property is literally free.
Just pay the agency's commision and land taxes. It looks nice as is but of course there's probably some minimal repairs to do.
A lot of these houses are free or virtually free (same page has links to houses that cost like $5k USD or less) because Japs are superstitious and don't want to live in houses where someone died or whatever, even though the house is fine or even in good condition.

You could easily raise a White family out there no problem. Bonus: virtually no nogs for literally thousands of miles. Maybe (depending on specifically where you go) a few migrants / English teachers here and there but Japanese immigration laws are pretty tough so you don't have to worry.

2. Filipinos/Vietnamese. They are opportunists and the language barrier is going to be hard. If you English, then Filipinos are easiest. Don't trust them and give them money use and chuck them.

2.5 expat/tourists. Tinder/bumble and shitty bars like Hub. Easy to find, drop basic Japanese and you have your pic. Most of the white women are otakus and weird af, not worth it.

3. Regular Japanese that you can come close together via English lessons, though I suggest to make same gender friends and not fuck every girl you teach English too - they talk and gossip to each other. Also, plan it out, 3-6 weeks in.

I actually lived in Shanghai for a few months. But it was around the 2010 expo so pollution was much less than normal. There were some nice affordable neighborhoods around Tongji U. Dont know if its still that way. But yeah, pollution in china just sucks. I traveled a good portion of it.
