Yes, the property is literally free.
Just pay the agency's commision and land taxes. It looks nice as is but of course there's probably some minimal repairs to do.
A lot of these houses are free or virtually free (same page has links to houses that cost like $5k USD or less) because Japs are superstitious and don't want to live in houses where someone died or whatever, even though the house is fine or even in good condition.

You could easily raise a White family out there no problem. Bonus: virtually no nogs for literally thousands of miles. Maybe (depending on specifically where you go) a few migrants / English teachers here and there but Japanese immigration laws are pretty tough so you don't have to worry.
