Its most likely a bullshit story. You can hire a lawyer who will drag his ass to court and have him evicted with a public court record for about 15k. Once you have an evicting on your record, you're pretty much doomed to living in the ghettos or subletting from someone.
Getting a decent apartment to live in in NYC is extremely strict nowadays, most required high income, good credit, and clean court record because of the large amount of tenant protection laws.
