I suspect this didn't happen because Craig/Satoshi had the keys put into a trust and does not have access to them yet. He knew that the "community" of brainwashed idiots would resist the truth without a public signing, so he probably was hoping the situation would resolve itself. Once it became clear that that was not going to happen, he was forced to come out of retirement prematurely.
He has copyright on Bitcoin whitepaper, so of course he is Satoshi.
