Reservations can make their own laws so they don't have to follow state laws which means that even in states that have no casinos they can still have it if the reservation allows it. The federal government didn't give them casinos, they gave it to themselves, we just gave them land

Exactly, usually the casino money is supposed to be reinvested into the reservation and the people but it really depends on the location. A reservation in bumfuck nowhere isn't gonna make much with a casino and that's generally where reservations are. Also since they popped up in places like NY the laws there are less strict for setting up a casino now, New Yorkers used to have to drive to New Jersey to gamble but now they have some of their casinos

dealers can only take cards from shoe in predetermined order, you can't skip the stack. if you think dealer knows the next card out, it's not true
however could be different if shuffle is made by dealer, but trust me they get tired of their job so much so they almost don't follow the game, just deal what goes on. same with roulette, nobody cares except for 5min when there is a hype and it's fun
