The Foreign Legion gets 10,000 people per year and takes 1,000. As per their own admission, the two biggest factors for the Legion not receiving more candidates are A. the requirement of using the French language (80 percent of candidates know some French before joining) and B. the low pay.
Germany’s Fremdenlegion would complement the French legion by opening spots for people who only speak English or know some German, but no French and the pay would undoubtedly be better.
